Operations Engineer

Job Summary

In charge of all operational activities during his shift, also responsible for the entire Terminal and all persons and activities therein during weekends, holidays and offside of office hours. While the job functions can be carried out with a degree of latitude, the Operations Engineer is expected to use his initiative and exercise sound judgment and decisions to ensure that all Terminal activities are performed in a timely, safe and efficient manner.

JOB DESCRIPTION

The Operations Engineer is responsible for conducting the following tasks:

Receives instructions from the Operations Manager and Inventory Department and translates these into detailed working plans to enable the Control Room Operators and TTLR Supervisors to proceed in a safe and efficient manner.
Optimize resources available in order to complete operational activities within the minimum time required.
Undertakes forward planning to anticipate problems and establish corrective actions. Always keeps abreast of all operations, making modifications as required to meet the scheduled objectives.
Calculates required tank stop levels (“stop dip”) and makes other quantity and time calculations as necessary to ensure correct volumes, as per client instructions, are followed for all product movements.
Along with the Inventory, analyzes quantity variances for all product movements in order to validate apparent gains/losses, find and correct calculation errors, if any, and control product variances. Witnesses shore tank gauging to ensure correct measurements, whenever required.
Make quantity calculations, confirm accuracy with third-party inspectors, prepare, signs, issues and files the required documentation.
Monitors all Control Room and field activities. Checks, controls and inspects records and staff performance to ensure that a high standard of work output is maintained and that all data records are accurate.
Ensure that all Operators are equally knowledgeable in performing their assigned tasks and responsibilities by mentoring and training them and regularly checking on their progress.
Informs the Operations Manager of operational plans to be followed together with the manpower planning and distribution. Make periodic checks of site to confirm line-ups are correct and equipment is being properly/effectively used.
Ensures that all personnel within his jurisdiction, including contractor staff, are in compliance with all Terminal HSSE rules and regulations at all times.
Demonstrates a high level of leadership qualities, professionalism and fairness in supervising, counseling and guiding his subordinates.
Prepares staff appraisals for the shift team, makes recommendations, investigates absences/absenteeism, requests long-term manpower coverage, approves spot overtime if and when required, maintains discipline and counsels his subordinates if necessary.
Assists with incident/accident investigations, prepares formal written reports, proposes corrective and remedial actions for immediate submission to Management.
Investigates equipment malfunctions – calls out Maintenance for immediate action, as necessary.
Ensures that the requirements and conditions of the Work Permits for contractor and Terminal personnel are in place. Upon verification, authorizes commencement of work. Ensures equipment and facility-related maintenance repairs are correctly carried out.
Follows the progress of maintenance works which are underway, checks and confirms that equipment is returned to service after maintenance work.
During an emergency, assumes the responsibility of the first-response Incident Commander until relieved by a higher authority. Makes decisions on how to deal effectively with the emergency using available equipment and manpower in order to contain and/or minimize the emergency.
Ensures that all the staff and contractors working under him are conversant and complying with ISO 9001:2008, 14001:2004 and OHSAS 18001:2008 requirements or their equivalent, at all times.
Carries out all other reasonable duties, responsibilities and tasks as may be required.
Follow up on all matters related to his job to achieve the best performance.
Any other reasonable duties as may be assigned.

QUALIFICATIONS

Bachelor’s degree in chemical engineering or a related field.
3- 5 years of relevant experience preferably in petroleum industry with a comprehensive understanding of petroleum operations and International Standards.

Excellent computer skills– MSOffice, Office 365, understands the functionality of an ERP system.
