QHSSE Manager

Job Summary 

This position is primarily responsible for implementing various Health, Safety, Security, Environment and Quality management programs and objectives in line with JOTC policies and business requirements. Reporting directly to QHSSE Director. This position also covers the Management Representative role within JOTC for the Quality Assurance System which includes the QMS, EMS and OHSAS.

JOB DESCRIPTION

ROLE AND RESPONSIBILITIES

The QHSSE Manager is responsible for conducting the following tasks:

 

  • Lead QHSSE team at terminal
  • Emphasize the correct implementation of the HSSE management system on the terminal.
  • Conduct regular management safety walk to identify unsafe acts /conditions and recommend corrective measures.
  • Participating in the QHSSE management system review and upgrade in an effective manner.
  • Track the results of internal and external audits and take corrective action in conjunction with QHSSE director.
  • Improve and upgrade QHSSE training program in coordination with QHSSE manager.
  • Staff training on HSSE-related matters to improve awareness.
  • Ensure that the terminal complies with local and international regulations.
  • Monitoring the correct operation and implementation of the work permit system.
  • Conduct and assess the task risk for the task that needs to be completed at the terminal.
  • Investigate incidents near misses, unsafe acts and conditions, recommend corrective and preventive measures to the QHSSE director and ensure implementation of such recommendations by the concerned departments.
  • Monitor and keep track of all correspondence and memoranda pertaining to QHSSE department at terminal.
  • Ensure a high level of emergency preparedness is maintained at all times within JOTC and the required resources are available to manage emergency cases.
  • Prepare QHSSE budgets for the terminal in co-ordination with QHSSE Director
  • Ensure adequate security measures are in place to protect JOTC’s assets.
  • Keep track of all matters pertaining to site clinic, fire truck, civil defense, pest control and Darak on terminal
  • Lead QHSSE monthly meeting effectively in coordination with all departments in terminal
  • Preparing the necessary PPE and firefighting gear well in advance in coordination with QHSSE director
  • Ensure that all fire equipment is in good working order and suitable for its intended use and report any non-conformance to the QHSSE director.
  • Actively participate in any construction activities and design reviews to ensure the QHSSE requirements as per the standards are met and implemented.
  • Monitor the QHSSE issues associated with terminal projects and verify adherence to regulations.
  • Ensure that all material procurement which has an HSSE impact is vetted, reviewed and that appropriate recommendations to the concerned departments are provided.
  • Assures that product quality/quantity controls are implemented and effective.
  • Assures that personnel safety controls are implemented and effective.
  • Assures that environmental controls are implemented and effective.
  • Ensures that emergency facilities are in constant readiness.
  • Assures that terminal security controls are in place, implemented and effective.
  • Review and upgrade the QHSSE KPI’s in cooperation with QHSSE director.
  • Prepares reports/studies/proposals etc. as required.
  • Prepare the annual plan for the QHSSE Department. And assign the relevant action points to the QHSSE team.
  • Executes appraisals for the QHSSE team.
  • Any other reasonable duties as requested.
  • Follow up on all matters related to his job to achieve the best performance.
  • Any other reasonable duties as may be assigned.

QUALIFICATIONS

  • Bachelor’s degree in engineering.
  • Certified HSE from (Jordanian Ministry of Labor)
  • Certified NEBOSH IGC
  • 10-12 years of relevant experience, 2-3 years of experience must be in the oil and gas industry.
  • Excellent computer skills– MSOffice, Office 365, understands the functionality of an ERP system.
